Fix wording and Typos in IRC page
While reviewing the IRC content page I found some odd wording and typos. Also I think we should say what 'IRC' stands for. This patch addresses those things. Change-Id: I27060c2ea80dda8e2b20efcc0d5a1e789cd2f872
