ops-messaging refactor for Pike and Chef 13

- implemented foodcritic and cookstyle corrections
- deprecated node.foo.bar method access for node['foo']['bar'] bracket access
- updated for the most recent upstream rabbitmq cookbook

Implements blueprint modern-chef
