Currently the zaqar notifer driver will create a queue per alarm
in service tenant, as a result, end user can't access the queue
from zaqar. Which makes it's hard to add a subscriber like mistral
because it needs a complex subscription options. The patch will
provide a capabability for end user let aodh forward the alarms
to user's queue instead of the queue created automatically in
service tenant. And this patch could benefit any 3rd party which
interested in the alarm information.

In order to support automatically updating the release notes when we
create stable branches, we want the pages to be in a standard order.
This patch updates the order to be reverse chronological, so the most
recent notes appear at the top.

Since the aodh-api is generated by pbr wsgi_scripts, we should set
correct port number to launch it.

This now uses the pbr wsgi_scripts facility, so the current command line is
invalid. Let's remove -v and -d as debug level is conrtolled by
$ENABLE_DEBUG_LOG_LEVEL. The configfile is hardcoded to the default location in
settings, so there's no neeed to pass it too.

It was a good attempt to update Tempest plugin, but Tempest folks reverted a patch in Tempest:

So now Aodh's gate is broken because the parameters are not in the right section. Let's revert it until things are cleaned up in Tempest and Oslo.config.

oslo-incubator, we have retired oslo-incubator, so don't use
this directory any more.

Sometimes alarm state is flapping we just missing the last datapoint
often. This can be solved by increase dedicated to the metric injection
chain or for less critical scenario, we could allow a bigger lookback window.
This change allows to extends the lookback window with the new
configuration option 'acceptable_ingestion_lag'.

Unfortunately, Nadya has moved to other priorities and was not able to
participate for a year now in Ceilometer development. I think it's a
better call to maintain this list up to date and sadly remove her from
the list.
