This commit is part of a series to retire the Packaging Deb
project. Step 2 is to remove all content from the project
repos, replacing it with a README notification where to find
ongoing work, and how to recover the repo if needed at some
future point (as in
https://docs.openstack.org/infra/manual/drivers.html#retiring-a-project).

As discussed in [1], tox.ini is not currently being used effectively.
Therefore, it is currently being removed from the repo. If it is required
in the future, work on [1] can be continued.

Tested the upgrade locally and all tests passed.
Deleted setup.cfg in favor of using information from the package in
setup.py.

Currently, this xstatic library isn't updating automagically because PBR
requires a setup.cfg file, and a different setup.py file.
