Andreas Jaeger 81eb842140 Retire repository 
Fuel repositories are all retired in openstack namespace, retire
remaining fuel repos in x namespace since they are unused now.

This change removes all content from the repository and adds the usual
README file to point out that the repository is retired following the
process from
https://docs.openstack.org/infra/manual/drivers.html#retiring-a-project

Huan Xie 0c5c3fa443 Modify document for MOS9.2 
With MOS9.2 we add new feature support, e.g. vif hotplug and vm
live migration and also support XenServer Ely, this patch is to
modify our documents for these

John Hua c4b4e5c986 Upgrade to MOS 9 
This upgrade includes the following changes:

* Rename ml2_conf.ini to openvswitch_agent.ini
* Remove sm patch because XS 6.5 is no longer supported
* Fix multipathd device pattern
* Rename neutron-plugin-openvswitch-agent to
  neutron-openvswitch-agent
