Andreas Jaeger	91aa182bec	Retire repository ... Fuel (from openstack namespace) and fuel-ccp (in x namespace) repositories are unused and ready to retire. Igor Kalnitsky	f188797266	Move to pbr and align repo with OpenStack practice ... Moving to pbr is essential part since it allows to integrate repo with OpenStack CI.
