As part of the opendev changes, some repos were moved from openstack
namespaces to new ones, follow these changes everywhere.
Also, update URLs for new locations.

The dashboard feature only supports a limited number of queries on a page.
Some of the work in tooling has slowed down, and we're going to have
series starting with Ocata staying open longer, so this version also
merges some of the tool queries together into 1 block.

We aren't doing rocky releases, yet, but it's coming up so be ready
for it. Because gerrit limits dashboards to 10 queries, remove newton at
the same time.

Drop the liberty series now that it is EOLed and add pike in
anticipation of new pike series releases soon.

Some of the release-tools are in the project-config repository now, so
add a section to watch for changes there, too.

The releases for projects that do not follow one of the cycle-based
release models will not show up under a cycle name, so give them a
separate section in the dashboard so we don't miss the requests.
