Code Issues Proposed changes

Update requirement platform checks 

pysendfile and xattr cannot be used on Windows, so we had to add
platform checks for those requirements. This has already merged
in the global requirements project.

We now have to pull those changes in glance. Without it, the
requirements test job is failing.
