OpenStack-Chef project which provides the Chef cookbooks
for OpenStack life cycle management, does not have maintainers
and leaders to keep this project healthy. During the Caracal development
cycle election, this project is on the leaderless list.

A few of the stats about this project are below, which are discussed
during leadership project task:
- gate health unclear, no activity for > 1y in openstack/openstack-chef repo
- most recent branch is stable/train
- zuul config errors fixed by frickler
Previous PTL Lance Albertson indicated that they would not be able to
continue its maintenance and are ok with the retirement. (notes in above
etherpad)
Seeing no leader or maintainers for this project and its recent activities,
this change proposes to retire this project.

Patrole project is not active anymore and its gate is broken.
We waited for couple of cycle to see if there is any interest
in this project and anyone can maintain it. But we did not get any
new maintainers and current QA team does not have bandwidth/interest
to continue maintaining it.
This project was for RBAc testing which is moving towards unit/functional
tests on service side as well as tempest plugins tests.
In QA 2023.2 PTG, we decided to retire this project

As part of our discussion from the latest PTG, as well as several
prior, one of the goals for the project was to retire any of the
unused repositories under the openstack-helm umbrella.
This change seeks to retire the openstack-helm-addons repo
since it has not been maintained and the existing charts are not
actively supported.

since it has not been maintained and the use-case that it was

The VMT has moved all relevant information previously conveyed by
the vulnerability:managed governance tag into its own documentation,
so this can be safely removed.

This module has been incomplete and doesn't support very fundamental
resources like packages, services and so on. Because we haven't seen
any effort to complete its implementation for a long and we have
received no objections to dropping the module[1], I'd propose retiring
this module from Puppet OpenStack now.

As disscussed in Wallaby PTG [1], QA and Horizon team decided to
move the horizon dashboard test from tempest-horizon to Tempest.
Scenario tests in tempest-horizon have been merged into the tempest
repository. tempest-horizon is branchless so we can retire it
without a deprecation phase.

Karbor did not have any PTL candidates for the Wallaby
cycle. As per its activities in Victoria cycle and no
maintainers, the TC decided to retire Karbor deliverables in
the Wallaby cycle. The retirement was announced on the ML[1].
As per retirement process this commit proposes to remove
the Karbor project from the official OpenStack projects.
If there are any maintainers who would like to continue the
development of this projects then they can continue under
opendev in x namespace or repropose it to OpenStack governance.

This plugin was used by the oslo.messaging project to test the
development of an alternative RabbitMQ message driver based on
the Pika library (instead of the default Kombu driver).
Development of this driver was dropped in Queens and is not
supported.

This plugin was used by the oslo.messaging project to test the
development of a message driver based on the ZeroMQ library.
The jobs using this plugin were non-voting and non-gating.
Development of this driver was dropped in Rocky and is not

This adds the first repo to be owned by the new Hardware Vendor SIG
and cleans up some misleading information in the legacy list. This repo
was never retired, just removed from ironic team governance.

The change I8c89a62566fdb332450b07448e96058933852675 missed removing
vpnaas from the legacy projects list again as it was revived. This
patch removes it from there.
