Create a README file to modify when specs are marked as
superseded so we don't lose the reason why.
Also move the token-provider-cleanup to ocata, since
Lance performed the work for it this release.

- move the MFA spec to superseded since it was replaced by the
per user auth spec
- move the devstack plugin spec to ongoing

a few things to note here:
- the ldap3 spec was never implemented and probably no longer
needed, moved to superseded
- the online schema migration spec in the backlog was also
moved to superseded since we merged "manage migrations"
- the microversions spec was moved to the backlog, it was not
implemented in newton

lots of blueprints and specs have bumped around from backlog
to mitaka and back. added a new ongoing section for things like
python3 and functional testing
