Add tests for domain users interacting with protocols
This commit introduces some tests that show how domain users are expected to behave with the federated protocols API. A subsequent patch will do the same for project users. Change-Id: Ic389fc76d2879a862061cee70d25aaa570f2f41b Related-Bug: 1806762
