Divided the keystone docs into four categories, depending
upon the usage criteria: general information (which will
be common for all), developer documentation,
user documantation and operator documentation.

The openstack.org pages now support https and our references to
the site should by default be one signed by the organization.

There were quite a few instances of `keystone` where `Keystone`
should have been used. Code examples were not changed, since that
would break things.

Our documentation was still referencing #openstack as the place to find
Keystone folks. While that is still true, we need to update the docs so
that we inform people about our #openstack-keystone channel.
