Switch to openstackdocstheme 2.2.1 and reno 3.1.0 versions. Using
these versions will allow especially:
* Linking from HTML to PDF document
* Allow parallel building of documents
* Fix some rendering problems
Update Sphinx version as well.
Disable openstackdocs_auto_name to use 'project' variable as name.
Change pygments_style to 'native' since old theme version always used
'native' and the theme now respects the setting and using 'sphinx' can
lead to some strange rendering.
openstackdocstheme renames some variables, so follow the renames
before the next release removes them. A couple of variables are also
not needed anymore, remove them.

Release notes are version independent, so remove version/release
values. We've found that projects now require the service package
to be installed in order to build release notes, and this is entirely
due to the current convention of pulling in the version information.
Release notes should not need installation in order to build, so this
unnecessary version setting needs to be removed.
This is needed for new release notes publishing, see
I56909152975f731a9d2c21b2825b972195e48ee8 and the discussion starting
at

scripts/run_kuryr.sh now understands KURYR_USE_UWSGI. If set to "True" (default)
it would attempt to look for uwsgi executable and run kuryr-libnetwork
with it.
Number of spawned threads and processes can be controlled with
KURYR_UWSGI_THREADS and KURYR_UWSGI_PROCESSES env variables.
If uwsgi is not present or KURYR_USE_UWSGI is set to false the script
operates as usual.

Partially-Implements: blueprint ipv6-subnet
To create a container with an existing port that has both ipv4
and ipv6 addresses, IpamDriver.RequestAddress will be called twice
to request the ipv4 and ipv6 address for the same port. In before,
this was not allowed, which blocked the dual addresses scenario.
This commit fixed it.

To use this feature, users need to pre-create the subnetpool and
pass the pool name to kuryr. For example:
$ docker network create -d kuryr --ipam-driver=kuryr ... \
-o neutron.pool.name=testpool \
--ipam-opt neutron.pool.name=testpool \
foo
Kuryr will look for the existing subnetpool in neutron instead of
creating a new subnetpool. If the network is deleted, the existing
subnetpool will not be deleted.
NOTE: the option 'neutron.pool.name' was used to specify an custom
name of subnetpool. This commit will the semantic of this option.

The OpenStack Release team has enabled support for reno for release notes
across all projects [1]. Start using this for Kuryr.
Note that Kuryr has no stable/liberty branch, so similar to shade [2],
we'll just tuck in the release notes into the general documentation area
for now.
