This updates the README. Following work has been done:
* Indent some lines (there is a rendering issue on github)
* Remove the "Edit entry_points.txt" step. (This file doesn't exist anymore
in any of Ceilometer's upstream branches.)
* Update some parts of "Edit setup.cfg" step: the 'ceilometer.publisher' section
doesn't exist anymore.
* Remove 'storage/impl_monasca.py' from files to copy step
* Add opts.py and monasca_ceilometer_opts.py to copy step
* Wrap lines > 80 chars
* Made relevant files a bullet list
* Update branch from stable/liberty to stable/pike

A few things have been updated in code but not in the READMEs
and scripting to allow a devstack deployment of Ceilosca
on top of a Ceilometer checkout. This commit should fix that.
Most notable, the devstack/plugin.sh was modified to include
copying the ceilosca_mapping directory in to ceilometer.

monasca-ui depends on oslo.utils 1.9.0 and conflicts
with oslo.utils version in global-reqs, so its still
a problem.
monasca-events appears to be working with liberty
devstack, so enabling it back.

API unit tests are enabled by copying the
ceilometer config files in venv and using
test instance of Stevedore which allows
control over building extensions using custom
entry points.

monclient.py needed more code to get a valid keystone token if
username and password were used. Allow a token to set if desired.
Use python-monascaclient directly.
