Revert "Temporary switch broken CI jobs to non-voting"

This reverts commit f5bcca87d1.

1. rally: the problem was fixed in [1] and it's included
   in version 2.0.0 [2].

2. neutron-tempest-iptables_hybrid-fedora: now devstack
   points to Fedora 29 [3].
