This patch includes the following:
- Base configuration for OpenStack's CI Infrastructure.
- Base documentation build configuration.
- A Vagrantfile for local testing.
- A base test configuration in order to execute a functional test.
- An updated README, added LICENSE file and a CONTRIBUTING file.
