Show team and repo badges on README

This patch adds the team's and repository's badges to the README file.
The motivation behind this is to communicate the project status and
features at first glance.

Cleanup/standardize usage of tags
...
The numerous tags within the role have been condensed
to two tags: ironic-install and ironic-config
These tags have been chosen as they are namespaced
and cover the two major functions of the role.

Add required base test configs
