This patch replaces git.openstack.org with opendev.org as redirection
from old path was enabled.
Path do not fix path in run_tests.sh and scripts/scripts-library.sh as
I'm not really sure whether it's safe to change now.

Bionic check jobs are now passing so move these to voting and
add gate/periodic jobs for bionic.
Introduce a release note detailing the major changes and indicating
a viable upgrade path from Xenial to Bionic.

The deployment host documentation gets out of date really quickly.
This patch makes it self maintaining. Note that due to the fact
that RDO/SUSE do not implement their repositories for a new
release until much, much later in the cycle, we use the previous
release repo for master. This will self-update during our RC
when the stable branch is cut.
Some formatting adjustments have made to prevent the interpretation
of URL's as links by sphinx and to remove the use of multi-line shell
commands.

This brings consistency between target hosts configuration and
deploy host configuration, to be easier to read.

This is similar to I21ab8e13f25bb7a769dcf504fa6915303bc2feec. Even
though most of the bootstrap packages are provided by the distribution
mirrors, it's best if we add the OpenStack repository just in case
there are any OpenStack specific package updates.

This docs patch recommends that deployers disable firewalld on their
deployments until rulesets can be developed.

This fixes a few minor rst format issues like:
* nested lists which were shown as blockquote
* code-blocks which were show as blockquote
* underlining of titles which didn't match
* missing backslash escaping in parsed-literal

The limited connectivity section was temporarily moved into
the developer guide temporarily when re-arranging the deploy
guide, but never moved back.
As this is important information for deployers to see, this
is being moved into the deploy guide appendix, then references
to it are added to the AIO and Deployment Guide in appropriate
places.
The following notes regarding additional changes apply:
- The pip offline install content for the limited connectivity
page breaks the flow and doesn't really fit in the two models
proposed. This content should move to the pip install role.
- The reference to the get_url/get_uri bug for Ansible 1.9 no
longer applies as Newton onwards now uses Ansible 2.1.x and
above.
- An unused Appendix H reference in the Security Appendix has
been removed.
- The Appendices have been re-arranged slightly to try to show
the information in a perceived order of importance.

OpenStack projects in general have stopped testing on Trusty
in Newton. The Ubuntu distribution is not implementing any
of the required distribution binaries that OpenStack depends
on for Newton and above on Trusty.
As a result of these factors, OpenStack-Ansible is dropping
Trusty support in Ocata.
