This change removes the context from the openstack-helm-addons
repository as part of the effort to retire the repo.

Updates the README to explain the purpose of addons and to direct
contributors to the appropriate launchpad instance for filing
bugs and blueprints. It also mirrors the communication information
for openstack-helm
