When ironic-neutron-agent enabled, an error will be reported that the "ironic-neutron-agent" cannot be found, because networking-baremetal needs to be installed. Tin Lam	80a9e1fba2	Add heat-dashboard to horizon image ... Currently we are not installing heat-dashboard as part of the horizon image, so in case someone wants to use horizon to manage heat they cant unless they manually rebuild the image with heat-dashboard This patch set adds the pip package to the image.
