Fedora no longer packages OpenStack
This patch removes reference to fedora from the ops:packaged tag description. RHEL and Fedora always had different packaging, but now fedora has chosen to no longer package OpenStack. From https://review.openstack.org/#/c/237509/ : According to https://www.redhat.com/archives/rdo-list/2015-October/msg00234.html OpenStack packages for Fedora will only provided through the Delorean repository.
