We will manage the eventlet version using constraints now. See the

In order to change the requirements file we also need to fix the lower
constraints settings so that they comply with policy, so this patch also
includes those changes.

This is to introduce a new utility which can be used by other
scripts to setup ssh connection to remote hosts and run commands
remotely or copy files to remote hosts via scp.

As XenAPI.py on pypi cannot be compatible with python3, we move it to
os-xenapi repo to make sure XenAPI.py support py2.4/py2.7/py3
