Daniel Vincze 22e8a347c8 Add config options for log rotation 
On Windows, in-use files cannot be moved or deleted. For this reason,
we need the service itself to take care of rotating logs.

For convenience reasons, we're exposing the built-in rotating log
handlers through a set of config options.

More specifically, we're adding the following new config options:
- log_rotate_interval
- log_rotate_interval_type
- max_logfile_count
- max_logfile_size_mb

The oslo.log (logging) configuration library provides standardized configuration for all openstack projects. It also provides custom formatters, handlers and support for context specific logging (like resource id's etc).
