Updates the enable-packages-install to use DIB_DEFAULT_INSTALLTYPE
instead of individual settings for each project. This avoids
coupling and should cover the same use case we were attempting
with the original approach.

This element will set the install types to package for
a specified set of elements (see readme for full list).
This element is for convenience until diskimage-builder
is updated to global set package installs.
