Add openstack- docker_prep_prefix for Victoria release 

https://review.opendev.org/747259 switches the container name
preffix to openstack for master.
In order to make it working for periodic master jobs, we need
to set docker_prefix with openstack namespace and for other
release, it should be centos-binary.

For check job, a seperate patch will be added.
