RETIRED, Zuul configuration files for the Kata tenant

James E. Blair 4efe88d45b Remove clean-check requirement from gate 
OpenStack adopted a clean-check requirement for its gate pipeline
(i.e., a change must pass check before being enqueued into gate).
If that is not desired in the kata-containers tenant, this change
will remove it.

Kata Containers Zuul jobs and config

This repo contains a set of ansible playbooks which are used by the Kata Containers tenant in OpenDev's Zuul. It also contains pipelines, jobs and project-template definitions for this Kata Containers tenant.
