Clark Boylan 85e1ff20ea Disable ovh swift endpoints due to errors ... There is an incident producing errors with ovh swift object storage [0]. Disable these regions until that incident is resolved. Note we disable rax on the test job so that we can easily test things are functional once this incident is resolved. Reverting this change will reenable all swift endpoints in base and base-test jobs.
