Bazel: Build with a working PostgreSQL JDBC connector 

The PgSQL connector got changed for Buck builds in
Ia143f1df1d8e41686362fd76b9bc82e0046f9894 to use a newer version. That
version bump has another important feature because it also provides an
implementation of setQueryTimeout.

Bug: Issue 5307
