Add networkd support 
Initially I've only added this for Gentoo (will only be turned on within
Gentoo systemd installs).  Has full ipv6 support too.

Sample config-drives

These are sample config-drives taken from Rackspace and HP for the purposes of testing. There is also a theoretical new example for what it should look like in liberty once https://review.openstack.org/#/c/153097/ has landed.
