No longer ask to add openstack-release

In the Launchpad setup instruction, we used to request that
the openstack-release group is added to the $project-drivers
group. However the openstack-release group no longer directly
manages milestones (or anything in Launchpad requiring admin
rights), so we should drop that instruction.
