Martin Kopec aed468f777 Add octavia-tempest-plugin to the cross_check 
The commit adds octavia-tempest-plugin to the cross_check tool.
This is a preparation for adding octavia support in our interop
tooling.

Understanding the Interoperability Guidelines

This repository contains files managed by the Interop Working Group that provide guidance for the OpenStack community.

NOTE: Changes to file requires approval of the Interop Working Group chair(s).

Interop Working Group Process Documentation
