I prefer to see this presented in a weaker fashion:

Instead of default to expand and contract, we should default to having an opinion and choosing a best solution (by whatever criteria) but if for some reason no clear best is available then in that case an expand and contract model can be useful.

As currently written we are inviting the expand model and I don't know that we've (where "we" is the openstack community) got the horsepower for that.
