Remove install_command, the default is just fine.

Update openstackdocstheme version, remove obsolete setting of
html_last_updated_fmt.

Update pbr version.

OpenStack Blazar Specifications

This git repository is used to hold approved design specifications for additions to the Blazar project. Reviews of the specs are done in gerrit, using a similar workflow to how we review and merge changes to the code itself.
