Code Issues Proposed changes

Include COU in openstack upgrade page 

Charmed-OpenStack-Upgrader (COU), as an automation tool developed
to encapsulate the official charm and payload upgrade processes,
should be mentioned in the charm-guide. This patch adds the
reference to it.
