Non-API charm series upgrade
For non-API charms the haproxy_enabled method did not exist. Yet this is called in the pause process called by series upgrade. This change adds a method to the OpenStackCharm class which is a noop. Change-Id: If42efab93dca85137d8758cae4f2e8baab75ae72
