Ilya Shakhat 0003ee31f7 Initialize osprofiler in WSGI application 
This patch adds missing initialization of OSProfiler
when Cinder API is running as WSGI application.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
