Sean McGinnis 2f9ca1b4de Use newer location for iso8601 UTC 
Newer versions have moved from iso8601.iso8601.Utc() to
just iso8601.UTC, causing tests to fail under py35.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
