xing-yang 3ffdcaeb4c Bump up the API microversion in cinder.rc 
This patch bumps up the Cinder API microversion to 3.44 in
cinder.rc. This is required for the new attachment API to
support local-attach.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
