lisali bd1f6c9125 Fix NoneType error in service_get_all 
When calling service_get_all without filters,
it raises NoneType error which is imported by
this patch I21775106693176ca128dbfd9db0d43cfc58de00a.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.

Getting Started
