Cindy Pallares cafb5d449f Fix multi-line docstrings to meet hacking rules 
According to the PEP8(H405), multi-line docstring summaries
should be separated by an empty line.

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
