Fix reboot on fedora like nodes
This change enables httpd in systemd so that it starts after a reboot and updates how selinux is disabled to use /etc/selinux/config in addtion to setenforce. Change-Id: I5ea8693c0b967937483bd921b1d9984ea14bc723
