Code Issues Proposed changes

Remove Jeremy Stanley as an official 

My term on the TC is coming to an end, and since I plan to run for
reelection I cannot serve as an official at the same time. If the
election officials need their ranks bolstered in the future when I'm
qualified again, I'm happy to add myself back.
