Add CIVS opt-in vote step in election process 

CIVS changed its policy on email communication in
April 2021. For all the private poll, eveyr user needs to
op-in the email communication from CIVS to get the poll
link etc. Opting in is done using the “Activate user” page:
 https://civs1.civs.us/cgi-bin/opt_in.pl.

let's document that steps in our election process.
