[install guide] Add Security settings to Fuel menu
This patch: - adds a 'Security Setup' description to the Fuel Setup menu description; - updates the Fuel setup menu from 8.0 to 9.0. Change-Id: I1a65b2abe4b0bb23d78d7b577fd4b3d1ebb4b88c Closes-Bug: #1560360
