Matt Van Winkle c309a57580 Subject: Remove inactive working groups 
In preperation for the 2018 Vancouver summit, the UC is cleaning up the lists
of teams and working groups in order to better prepare for reserving BOF space
for these groups.

Tue Apr 10: Removed additional group that is now a SIG
