Deprecating devstack-gate 

As discussed over ML[1] and very long planned, we are
officially deprecating the devstack-gate. It will keep
supporting the old stable branch until stable/wallaby.

As per deprecation process[2], because devstck-gate is
branchless, this is the only step we need to do.
