The doc structure is relatively simple, so I start from them, yes it works, actually I had used sphinx to manage notes for a while, and generated PDFs. However, it appears our docs are too complex to generate a proper PDF, I have noted some in the whiteboard under the section you created.
We can convert the SVG to PNG, but for Cross Referencing and Verbatim, I am not sure we have any means, because we rely sphinx while latex customization is taken control by openstackdocstheme, I suspect there is little we can do at the project level.
