Remove v2.0 test plumbing

With the removal of the v2.0 APIs, we don't need some of this extra
testing infrastructure. Instead we can refactor bits of the testing
and testing setup to be simpler and easier to understand.

This starts that process by removing extra utilities specifically for
v2.0 testing.
