Adam Young 19190d6518 Distinguish between unset and empty black and white lists 
With this patch the matching logic is as follows:

*) No whitelist specified - accept all values
*) Empty whitelist specified - discard all values

*) No blacklist specified - accept all values
*) Empty blacklist specified -accept all values

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
