Lance Bragstad 0022adb6ae Add policy for limit model protection We plan to expose the enforcement model a deployment is using via the limit API. Developer documentation is generated using Sphinx. To build this documentation, run the following from the root of the repository:

$ tox -e docs

The documentation will be built at doc/build/.
